All buildings fronting on streets, avenues, courts and alleys in the City shall be numbered as provided in this article. The number of each entrance shall be placed upon or immediately above the door, gate, or wall facing the street. Each figure of such number shall be at least four (4) inches in height and of corresponding width and shall be visible from the street.

The Director of Public Works shall designate all house, business or other street numbers, and shall file in the office of the City Clerk a map or plan specifically setting forth the numbering system determined by this article and by such map. The map or plan on file is hereby referred to and made a part of this article as if attached hereto, and reference is made hereto for further particulars

As numbers progress on the streets, avenues, courts and alleys within the City, the odd numbers shall be placed on the right hand side thereof and the even numbers shall be placed on the left hand side thereof.

It shall be the duty of the Director of Public Works to notify in person or by United States mail the owners of such property or the person in possession of such property upon which there exists, at the time of the adoption and approval of this article, any house, store, storeroom or building of the number established for such property. Such owner or person in possession of such property, within thirty (30) days after the notice has been given, shall place and thereafter shall continuously maintain the number established for such property upon the premises, in such position as to be plainly visible from the public street, avenue, court or alley upon which the property fronts, and any number other than the official number as established under the provisions of this article, if any such exists on or about such property, shall be removed from the property by the owner or the person then in possession of such property within the time provided for the placing of the official number herein provided.
