CONDITIONS FOR PERMIT

PART II

MOBILE HOME INSTALLATIONS IN AREAS ZONED AS MOBILE HOME PARKS OR IN MOBILE HOME PARKS MANUFACTURED PRIOR TO 1976

Section 1. Purpose.

This part is to clarify the requirements for a placement permit for the installation of mobilehomes manufactured prior to the National Manufactured Home Construction and Safety Standards, (Effective, June 15, 1976). The provisions contained in this part shall apply to all mobilehomes maufactured prior to the effective date of this act.

Section 2. General information.

(A) Mobilehomes manufactured prior to October 7, 1973 shall be required to be inspected by a California Licensed Architect or Engineer to verify compliance with State regulations and City of Alutras requirements, for permit.

(B) Homes manufactured prior to October 7, 1973, or homes for which the manufacturer’s installation instructions are unobtainable, shall be supported by load bearing supports or a support structure under its main chassis beams, spaced not more than six (6) ft. apart longitudinally and under ridge beam supports. Such supports shall be designed and constructed to withstand the tributary live and dead loads of the home and shall also include the same tie-down requirements as new manufactured homes. (Title 25, Section 1342).

(C) If a mobilehome is installed on piers and verification of the roof live load is not obtainable, a ramada cover may be constructed in order to meet the snow load requirement. The ramada would need to be constructed prior to the manufactured / mobilehome being approved and would require a separate building permit. If a property owner does not wish to construct a ramada and the mobilehome does not have a verifiable snow load, it shall be required to be certified through a letter stamped and signed by a California Licensed Architect or Engineer verifying the existing roof will comply with the snow load requirement for the site.

Section 3. Pre 1976 Mobilehome installation.

(A) Finding. Modoc County is experiencing an influx of mobilehomes. Many of these older mobilehomes neither possess an insignia of manufacture as required by the California Health & Safety Code, nor do they contain the minimum fire & life safety requirements for the occupant. This part is to bring a measure of safety to the installation of mobilehomes manufactured prior to the 1976 National Manufactured Home Construction and Safety Standards, by requiring as a condition of permit approval that these homes offer a minimal degree of fire and life safety provisions.

(1) The California Health & Safety Code, Section 18604 states: No manufactured home, mobilehome, or recreational vehicle within a park shall be rented or leased unless it bears a department insignia of approval issued pursuant to Section 18026, or a federal label issued pursuant to the National Manufactured Housing Construction and Safety Standards Act of 1974 (42 U.S.C. Sec. 5401 et. seq.).

(2) Title 25, Article 2, sub-article 1, section 4050, subsection b., states: The provisions of the National Fire Protection Association Standard (NFPA) 501 B., 1974 Edition/American National Standards Institute Standard (ANSI) A 119.1, 1975 Edition, Part B., relating to construction and fire safety apply to all mobilehomes manufactured between September 15, 1971, and June 15, 1976, and sold, offered for sale, rent, or lease within this state.

(B) Pre 1976 Mobilehome Installation Permits. Permit applications for mobilehomes constructed prior to the National Manufactured Home Construction and Safety Standards Act shall be required to meet all applicable requirements as outlined in Article I, Part III & Article II, Part II, as well as the conditions stated within this part if the mobilehome was constructed between September 1, 1971 and June 15, 1976:

(1) Every sleeping room not served by an exterior door shall have an operable window for emergency escape or rescue, with minimum net clear opening dimension of 24 inches in height, 20 inches in minimum width, and with 5.7 square feet in size, and shall not be higher than 44 inches above the floor.

(2) Glazing over 9 square feet, 18 inches wide, and within 18 inches of the floor shall be safety glazed. In lieu of safety glazing, such glazed panels may be protected with a horizontal member not less than one and one-half inches in width when located between 24 and 36 inches above the floor.

(3) Approved smoke detector within 1 foot of the ceiling located in the hall nearest the bedroom area.

(4) Temperature/Pressure relief valve and seismic strapping on the water heater.

(5) Combustion air for the furnace/water heater must conform to the manufacturer’s standards.

(6) Gas shutoff valves and flexible gas connections are required at appliances.

(7) Mobilehome approved wood heater operating clearances must conform to the stove manufacture’s standards.

(8) Dryer must be vented to outside.

(9) Two exterior doors at different locations.
