CONDITIONS FOR PERMIT

MOBILE HOME INSTALLATIONS IN AREAS ZONED AS MOBILE HOME PARKS OR IN MOBILE HOME PARKS AND MANUFACTURED AFTER 1976
Section 1 Purpose.
This part is to clarify the requirements for the placement and installation of manufactured homes and mobile homes manufactured prior to or after the National Manufactured Home Construction & Safety Standards Act. The qualifications listed in Section 2 & 3 are to provide a basis for new manufactured homes or new or relocated manufactured / mobile homes and their placement on support system or foundation systems, and to enact guidelines so as to provide a consistent standard with respect to these installations.
Section 2 Support systems.
(A) Support system installations for manufactured homes shall consist of the following:
(1) An engineered tie-down system designed by an engineer of architect.
(2) Shall be installed according to the engineered plans and specifications, and;
(3) if concrete or steel piers are used in the support system for the home, a mechanical connection of the home and of the piers to their footing shall be made.
(4) A 6 ml. ground vapor barrier shall be installed under the load bearing supports and an approved skirting of materials acceptable to the Building Official shall be installed prior to a "Certificate of Occupancy".
Section 3. Foundation systems.
(A) There are two types of foundation systems for manufactured homes, "perimeter foundations" and "pier type foundations". Either foundation system may be used, either foundation system shall consist of the following:
(1) An engineered foundation system.
(2) Shall be installed according to the engineered plans and specifications, and;
(3) If concrete or steel piers are used in the support system for the home, a mechanical connection of the home and of the piers to their footing shall be made.
(4) All footings & support pads shall be concrete. If pressure treated wood pads are specified they shall be changed to individual concrete footing pads or continuous concrete stringers.
(5) A 6 ml. ground vapor barrier shall be installed under the load bearing supports.
(6) Existing installations to be retrofitted or new installations for which a "pier type" foundation system is to be used shall consist of the those items noted above along with a full perimeter enclosure. Perimeter enclosures for this type of foundation system shall be supported by a continuous concrete footing as specified in the engineered plans or, if none is specified, and alternate design may be accepted by Building Official. The footing shall be placed according to requirements contained in Article II, item F.
