It is the County Seat of the County of Modoc. Alturas is a full service community. It has a five person City Council elected at large for 4 year terms. It has an elected City Clerk and City Treasurer who serve 4 years terms. The Planning Commision is appointed by the City Council and serves at the pleasure of the Council.
